Today, the Minister of Environment and Physical Planning, Kaja Shukova had a meeting with the Director of the Energy Community, Artur Lorkowski.
At the meeting, Director Lorkowski informed about the current and future challenges of the states in the region, which, according to the ministerial decisions, share regional challenges, especially in the implementation of the Roadmap for decarbonization and the carbon border adjustment mechanism.
With the adoption of the 2021 Decarbonization Roadmap, the contracting parties have committed to adopting technical rules related to monitoring, reporting, and verification of emissions, as well as developing the necessary institutional framework that can facilitate the implementation of the GHG Emissions Trading System (ETS) based on the European Greenhouse Gas Emissions Trading Scheme. In addition, the upcoming introduction of the Carbon Border Adjustment Mechanism in the EU currently foresees the possibility of third countries being exempted from its application (in the electricity sector) if certain conditions are met. Those conditions include the introduction of carbon pricing, as a first step, and the implementation of an ETS with a price equivalent to the EU ETS by 2030.
Minister Shukova thanked the energy community for their support so far, especially in the part of the carbon tax in the draft Law on Climate Action, and emphasized that the issue requires an inter-institutional approach respecting the principle of just transition.
