Po b\u00ebhet gjithnj\u00eb e m\u00eb e qart\u00eb se modeli mbizot\u00ebrues evropian i zhvillimit ekonomik \u2013 i bazuar n\u00eb p\u00ebrdorimin n\u00eb mas\u00eb t\u00eb madhe t\u00eb burimeve, gjenerimin e mbeturinave dhe ndotjen \u2013 nuk mund t\u00eb q\u00ebndroj\u00eb afatgjat\u00eb. Shum\u00eb nga burimet p\u00ebrdoren vet\u00ebm p\u00ebr nj\u00eb periudh\u00eb t\u00eb shkurt\u00ebr kohore, ose ato humbasin ekonomin\u00eb n\u00ebp\u00ebrmjet asgj\u00ebsimit ose reduktimit gjat\u00eb operacioneve t\u00eb rikuperimit.<\/p>\n<p>Koncepti i ekonomis\u00eb qarkore i prezantuar vitet e fundit dhe politikat p\u00ebrkat\u00ebse duhet t\u00eb trajtojn\u00eb p\u00ebrdorimin e burimeve, prodhimin, konsumin dhe mbetjet n\u00eb nj\u00eb nivel m\u00eb t\u00eb lart\u00eb. Ky koncept synon mbylljen e humbjeve materiale duke ruajtur sa m\u00eb gjat\u00eb vler\u00ebn e produkteve, materialeve dhe burimeve n\u00eb ekonomi. Kjo redukton n\u00eb m\u00ebnyr\u00eb efektive gjenerimin e mbeturinave dhe p\u00ebrdorimin e materialit t\u00eb papast\u00ebr.<\/p>\n<p>P\u00ebrdorimi i burimeve, si dhe gjenerimi dhe trajtimi i mbetjeve rezulton n\u00eb presione t\u00eb konsiderueshme mjedisore gjat\u00eb fazave t\u00eb nxjerrjes, prodhimit, p\u00ebrdorimit dhe p\u00ebrfundimit t\u00eb jet\u00ebs s\u00eb produktit. Objektivat e politik\u00ebs mjedisore p\u00ebrfshijn\u00eb reduktimin e sasis\u00eb s\u00eb materialeve t\u00eb p\u00ebrdorura n\u00eb ekonomi, p\u00ebrmir\u00ebsimin e efikasitetit t\u00eb burimeve, reduktimin e gjenerimit t\u00eb mbetjeve dhe kthimin e mbetjeve n\u00eb burim. Parandalimi dhe menaxhimi i mbetjeve \u00ebsht\u00eb nj\u00eb aspekt ky\u00e7 i ekonomis\u00eb qarkore. Efikasiteti i burimeve \u00ebsht\u00eb thelb\u00ebsor n\u00ebse duam t\u00eb shk\u00ebputim zhvillimin ekonomik nga degradimi i mjedisit. Burimet e Tok\u00ebs jan\u00eb t\u00eb kufizuara dhe nxjerrja e tyre gjeneron ndikime mjedisore dhe klimatike. P\u00ebrdorimi i tyre n\u00eb m\u00ebnyr\u00eb m\u00eb efikase ndihmon n\u00eb minimizimin e k\u00ebtyre ndikimeve. K\u00ebshtu, efikasiteti i burimeve \u00ebsht\u00eb nj\u00eb nga element\u00ebt themelor\u00eb t\u00eb nevojsh\u00ebm p\u00ebr t\u00eb krijuar nj\u00eb ekonomi qarkore, m\u00eb t\u00eb gjelb\u00ebr n\u00eb Evrop\u00eb, si dhe modele m\u00eb t\u00eb q\u00ebndrueshme prodhimi dhe konsumi.<\/p>\n<p>Rregulloret ligjore n\u00eb lidhje me menaxhimin e mbetjeve n\u00eb vendin ton\u00eb synon t\u00eb promovoj\u00eb nj\u00eb ekonomi qarkore duke nxjerr\u00eb sa m\u00eb shum\u00eb burime cil\u00ebsore nga mbetjet. P\u00ebr m\u00eb tep\u00ebr, politika e Agjend\u00ebs s\u00eb Gjelb\u00ebr p\u00ebr Ballkanin Per\u00ebndimor mb\u00ebshtetet n\u00eb disa shtylla, q\u00eb synojn\u00eb kryesisht reformat n\u00eb rajon p\u00ebr t\u00eb p\u00ebrmbushur ambiciet e Marr\u00ebveshjes s\u00eb Gjelb\u00ebr Evropiane, n\u00ebp\u00ebrmjet planit ekonomik dhe investues t\u00eb Bashkimit Evropian. Marr\u00ebveshja e Gjelb\u00ebr Evropiane synon t\u00eb promovoj\u00eb rritjen p\u00ebrmes kalimit n\u00eb nj\u00eb ekonomi moderne, efikase nga burimet dhe konkurruese.<\/p>\n<p>Ligji p\u00ebr menaxhimin e mbetjeve ofron nj\u00eb kuad\u00ebr legjitim p\u00ebr trajtimin dhe menaxhimin e mbetjeve. Ai prezanton konceptin e hierarkis\u00eb n\u00eb menaxhimin e mbetjeve. Hierarkia e miratuar zakonisht \u00ebsht\u00eb minimizimi\/reduktimi i mbetjeve n\u00eb burim, riciklimi, p\u00ebrpunimi i mbetjeve (me rikuperimin e burimeve, d.m.th. materialet (produktet) dhe energjia), transformimi i mbetjeve (pa rikuperim t\u00eb burimeve) dhe depozitimi i mbetjeve. Qasje specifike jan\u00eb t\u00eb nevojshme p\u00ebr kategori t\u00eb caktuara mbetjesh. Prandaj, p\u00ebrve\u00e7 Ligjit gjith\u00ebp\u00ebrfshir\u00ebs p\u00ebr menaxhimin e mbeturinave, n\u00eb Republik\u00ebn e Maqedonis\u00eb s\u00eb Veriut ekzistojn\u00eb shum\u00eb ligje t\u00eb tjera p\u00ebr trajtimin e llojeve t\u00eb ndryshme t\u00eb mbeturinave. Agjenda e Gjelb\u00ebr detyron Ballkanin Per\u00ebndimor t\u00eb l\u00ebviz\u00eb drejt nj\u00eb ekonomie qarkore duke p\u00ebrmir\u00ebsuar menaxhimin e mbetjeve; rritja e produktivitetit t\u00eb burimeve; vendosja e m\u00ebnyrave inovative dhe m\u00eb efikase t\u00eb prodhimit dhe konsumit dhe vendosja n\u00eb funksion e qarkullimit n\u00eb modelet e biznesit.<\/p>\n<p>Rregullativat ligjore t\u00eb mbeturinave synojn\u00eb t\u00eb mbrojn\u00eb mjedisin dhe sh\u00ebndetin e njer\u00ebzve dhe t\u00eb ndihmojn\u00eb n\u00eb kalimin e vendit n\u00eb nj\u00eb ekonomi qarkore. jan\u00eb t\u00eb p\u00ebrcaktuara q\u00ebllime t\u00eb caktuara n\u00eb lidhje me mbeturinat, e ai \u00ebsht\u00eb menaxhimi i integruar i mbeturinave, vendosja efikase institucionale dhe organizative dhe p\u00ebrmir\u00ebsimi i infrastruktur\u00ebs p\u00ebr menaxhimin e mbeturinave.<\/p>\n<p>Sipas rregullores ligjore p\u00ebr mbeturina n\u00eb Republik\u00ebn e Maqedonis\u00eb s\u00eb Veriut, prioritetet p\u00ebr menaxhimin e mbeturinave jan\u00eb:<\/p>\n<ul>\n<li>Shmangia e krijimit t\u00eb mbetjeve dhe reduktimi i efekteve t\u00eb d\u00ebmshme t\u00eb mbetjeve n\u00eb mjedis, jet\u00ebn dhe sh\u00ebndetin e njer\u00ebzve,<\/li>\n<li>P\u00ebrmir\u00ebsimi i teknologjive t\u00eb prodhimit, i cili redukton gjenerimin e mbetjeve dhe p\u00ebrdorimin e produkteve ekologjike dhe m\u00eb pak ambalazhim,<\/li>\n<li>Riciklimi dhe rip\u00ebrdorimi i mbetjeve ose n\u00eb nj\u00eb proces tjet\u00ebr p\u00ebr nxjerrjen e l\u00ebnd\u00ebve t\u00eb para dyt\u00ebsore, ose p\u00ebr t&#8217;u p\u00ebrdorur si burim energjie.<\/li>\n<\/ul>\n<p>Kryesisht gjenerimi i mbetjeve vjen nga aktivitetet prodhuese, nga guroret dhe miniera, nga nd\u00ebrtimi, mbetjet nga bujq\u00ebsia dhe pylltaria, mbetjet komunale etj.<\/p>\n<p>Mbetjet nga aktivitetet prodhuese p\u00ebrb\u00ebhen kryesisht nga ushqimi, druri, letra, kimikatet, mineralet jometalike, metalet baz\u00eb dhe t\u00eb tjera. Aktivitetet prodhuese mund t\u00eb luajn\u00eb nj\u00eb rol qendror n\u00eb reduktimin e sasis\u00eb s\u00eb mbetjeve t\u00eb krijuara nga:<\/p>\n<ul>\n<li>P\u00ebrfshirja e analizave t\u00eb ciklit jet\u00ebsor n\u00eb projektimin dhe prodhimin e mallrave dhe sh\u00ebrbimeve,<\/li>\n<li>Promovimi i p\u00ebrdorimit t\u00eb q\u00ebndruesh\u00ebm t\u00eb materies dhe energjis\u00eb,<\/li>\n<li>Eliminimi ose p\u00ebrdorimi i reduktuar i substancave dhe materialeve q\u00eb jan\u00eb t\u00eb rrezikshme p\u00ebr sh\u00ebndetin e njeriut dhe mjedisin.<\/li>\n<\/ul>\n<p>\u00cbsht\u00eb miratuar nj\u00eb list\u00eb e llojeve t\u00eb mbetjeve.<\/p>\n<div class=\"su-spoiler su-spoiler-style-fancy su-spoiler-icon-chevron su-spoiler-closed\" data-scroll-offset=\"0\" data-anchor-in-url=\"no\"><div class=\"su-spoiler-title\" tabindex=\"0\" role=\"button\"><span class=\"su-spoiler-icon\"><\/span>Mbeturinat komunale<\/div><div class=\"su-spoiler-content su-u-clearfix su-u-trim\">\n<p><strong>Mbetjet komunale <\/strong>jan\u00eb nj\u00eb nga rrjedhat baz\u00eb t\u00eb mbetjeve q\u00eb krijohen. Mbeturinat komunale jan\u00eb mbeturina nga amvis\u00ebrit\u00eb, si dhe mbeturinat tjera q\u00eb krijohen n\u00eb sektorin komercial dhe industrial, t\u00eb cilat p\u00ebr nga karakteristikat, p\u00ebrb\u00ebrjen dhe sasin\u00eb e tyre jan\u00eb t\u00eb ngjashme me mbeturinat nga amvis\u00ebrit\u00eb. Mbetjet nga amvis\u00ebrit\u00eb jan\u00eb mbeturina q\u00eb mblidhen rregullisht nga familjet, duke p\u00ebrfshir\u00eb mbetjet e mbetura n\u00eb pikat e grumbullimit dhe qendrat e grumbullimit dhe mbetjet e rrezikshme sht\u00ebpiake t\u00eb grumbulluara ve\u00e7mas, mbeturinat e m\u00ebdha, mbeturinat e kopshtaris\u00eb etj.Rreth 78% e popullsis\u00eb \u00ebsht\u00eb e p\u00ebrfshir\u00eb n\u00eb sistemin publik t\u00eb grumbullimit t\u00eb mbetjeve komunale, i cili kryhet nga nd\u00ebrmarrjet publike.Pjesa tjet\u00ebr e popullsis\u00eb (22%) q\u00eb nuk shfryt\u00ebzon sh\u00ebrbimet komunale \u00ebsht\u00eb kryesisht e p\u00ebrqendruar n\u00eb vendbanimet rurale. P\u00ebr sa i p\u00ebrket riciklimit, komunat nuk organizojn\u00eb grumbullim t\u00eb ve\u00e7ant\u00eb t\u00eb mbetjeve ekologjike ose t\u00eb riciklueshme t\u00eb thata n\u00eb Maqedonin\u00eb e Veriut. Ka disa aktivitete margjinale riciklimi, me grumbulluesit informal\u00eb t\u00eb mbetjeve q\u00eb mbledhin mbetjet nga vendgrumbullimet dhe kazan\u00ebt. Deponit\u00eb ilegale p\u00ebr mbetjet komunale jan\u00eb mjaft t\u00eb zakonshme, ve\u00e7an\u00ebrisht n\u00eb zonat rurale. Deponit\u00eb paraqesin rrezik p\u00ebrsa i p\u00ebrket ndotjes s\u00eb ajrit, tok\u00ebs, uj\u00ebrave sip\u00ebrfaq\u00ebsore dhe n\u00ebntok\u00ebsore. Sektor\u00eb t\u00eb caktuar n\u00eb ekonomi prodhojn\u00eb mbetje t\u00eb rrezikshme dhe m\u00eb i madhi nd\u00ebr ta \u00ebsht\u00eb industria p\u00ebrpunuese. Kjo rregullore p\u00ebrmban masa t\u00eb caktuara sigurie n\u00eb lidhje me grumbullimin, trajtimin dhe monitorimin e mbeturinave t\u00eb rrezikshme, si dhe masa shtes\u00eb n\u00eb lidhje me sh\u00ebnimin, paketimin dhe etiketimin e mbetjeve t\u00eb rrezikshme nga prodhuesi deri n\u00eb deponimin apo riciklimin p\u00ebrfundimtar.\u00a0Metodat e p\u00ebrpunimit t\u00eb mbetjeve t\u00eb rrezikshme, duke p\u00ebrfshir\u00eb rip\u00ebrdorimin, riciklimin dhe p\u00ebrdorimin e mbeturinave si burim i energjis\u00eb p\u00ebr sa i p\u00ebrket substancave t\u00eb p\u00ebrdorshme dhe p\u00ebrb\u00ebr\u00ebsve t\u00eb tjer\u00eb n\u00eb mbetjet e rrezikshme, duhet t\u00eb jen\u00eb t\u00eb p\u00ebrshtatshme p\u00ebr llojet dhe sasit\u00eb e mbetjeve t\u00eb rrezikshme q\u00eb p\u00ebrpunohen. Lejet e dh\u00ebna p\u00ebr instalimet q\u00eb punojn\u00eb me mbetje t\u00eb rrezikshme duhet t\u00eb plot\u00ebsojn\u00eb disa kritere m\u00eb t\u00eb rrepta sesa instalimet q\u00eb punojn\u00eb me mbetje jo t\u00eb rrezikshme.<\/p>\n<p>Bifenil\u00ebt e poliklorinuar (PCB) i p\u00ebrkasin grupit t\u00eb kimikateve sintetike t\u00eb njohura si Ndot\u00ebs Organike t\u00eb Q\u00ebndruesh\u00ebm (POPs). PCB-t\u00eb u prodhuan n\u00eb mas\u00eb nga vitet 1930 deri n\u00eb vitet 1980. Ata kan\u00eb q\u00ebndrueshm\u00ebri t\u00eb madhe kimike dhe rezistenc\u00eb ndaj nxeht\u00ebsis\u00eb dhe p\u00ebrdoren gjer\u00ebsisht si p\u00ebrb\u00ebr\u00ebs t\u00eb pajisjeve elektrike dhe hidraulike, si dhe si lubrifikant\u00eb. Ato p\u00ebrdoren n\u00eb pajisje t\u00eb mbyllura si l\u00ebngje dielektrike n\u00eb pajisjet elektrike si transformator\u00eb, kondensator\u00eb, sisteme hidraulike. Ato gjenden n\u00eb vajrat industriale, ngjyrat, ngjit\u00ebsit, plastika etj. PCB-t\u00eb klasifikohen si kancerogjen\u00eb t\u00eb mundsh\u00ebm p\u00ebr njer\u00ebzit dhe prodhues t\u00eb efekteve t\u00eb ndryshme negative te njer\u00ebzit dhe kafsh\u00ebt, duke p\u00ebrfshir\u00eb toksicitetin riprodhues, imunotoksicitetin dhe teratogjenitetin. Synimi p\u00ebr t\u00eb ecur drejt riciklimit dhe rikuperimit t\u00eb mbetjeve \u00ebsht\u00eb l\u00ebvizja drejt hierarkis\u00eb n\u00eb menaxhimin e mbetjeve dhe reduktimin e p\u00ebrdorimit t\u00eb deponive.<\/p>\n<p>Parandalimi i gjenerimit t\u00eb mbetjeve duhet t\u00eb z\u00ebr\u00eb vend fillestar, sepse reduktimi i mbetjeve n\u00ebnkupton edhe reduktimin e nevoj\u00ebs p\u00ebr grumbullimin dhe trajtimin e tyre, e cila lidhet me kostot dhe ndikimin n\u00eb mjedis.Parandalimi i gjenerimit t\u00eb mbetjeve n\u00eb drejtim t\u00eb p\u00ebrdorimit t\u00eb materialeve, mallrave, sh\u00ebrbimeve n\u00eb m\u00ebnyr\u00eb t\u00eb till\u00eb q\u00eb prodhimi, p\u00ebrdorimi, rip\u00ebrdorimi, riciklimi i tyre t\u00eb rezultoj\u00eb n\u00eb prodhimin sa m\u00eb t\u00eb vog\u00ebl t\u00eb mbetjeve. Parandalimi \u00ebsht\u00eb vet\u00ebm nj\u00eb pjes\u00eb e konceptit t\u00eb prodhimit m\u00eb t\u00eb past\u00ebr.<\/p>\n<p>Ndoshta sfida m\u00eb e madhe \u00ebsht\u00eb krijimi i nj\u00eb cikli t\u00eb p\u00ebrshtatsh\u00ebm t\u00eb riciklimit t\u00eb mbetjeve.<\/p>\n<p>Djegia e mbetjeve duke p\u00ebrdorur energji \u00ebsht\u00eb nj\u00eb tjet\u00ebr mund\u00ebsi p\u00ebr shmangien e deponive.<\/p>\n<p>Depozitimi i mbetjeve n\u00eb deponi \u00ebsht\u00eb opsioni m\u00eb i ul\u00ebt i mundsh\u00ebm n\u00eb hierarkin\u00eb e menaxhimit t\u00eb mbetjeve, por gjithsesi metoda m\u00eb dominuese e p\u00ebrdorur n\u00eb vendin ton\u00eb. Emetimet totale nga ky sektor vler\u00ebsohen n\u00eb 2,226.1 Gg CO2-eq n\u00eb 2013 dhe 2,323.5 Gg CO2-eq n\u00eb 2014. M\u00eb t\u00eb r\u00ebnd\u00ebsishmet jan\u00eb emetimet nga deponit\u00eb e mbetjeve t\u00eb ngurta, t\u00eb cilat mbulojn\u00eb 94,4% t\u00eb totalit t\u00eb shkarkimeve nga ky sektor n\u00eb vitin 2014. Emetimet nga djegia dhe djegia e hapur e mbetjeve p\u00ebrfaq\u00ebsojn\u00eb 1.4% t\u00eb emetimeve totale nga mbetjet. Karakterizohet si n\u00ebn standard p\u00ebr sa i p\u00ebrket burimeve njer\u00ebzore dhe financiare, i pamjaftuesh\u00ebm dhe joefektiv p\u00ebr sa i p\u00ebrket monitorimit dhe zbatimit t\u00eb ligjit, si dhe i penguar nga mungesat politike dhe sociale (si zbatimi, konsultimet me pal\u00ebt e interesuara, nd\u00ebrgjegj\u00ebsimi i publikut) dhe karakterizohet gjithashtu me munges\u00eb t\u00eb dh\u00ebnash dhe informacioni n\u00eb nivel lokal dhe komb\u00ebtar.<\/p>\n<p><strong>Politika e menaxhimit t\u00eb mbetjeve<\/strong><\/p>\n<p>Politika e p\u00ebrgjithshme e menaxhimit t\u00eb mbetjeve me synimin p\u00ebr t\u00eb tejkaluar situat\u00ebn aktuale dhe p\u00ebr t\u00eb krijuar nj\u00eb sistem t\u00eb q\u00ebndruesh\u00ebm t\u00eb menaxhimit t\u00eb mbetjeve u formua n\u00eb: Ligjin p\u00ebr Mjedisin (i cili p\u00ebrfshin p\u00ebrcaktimet baz\u00eb p\u00ebr lejet mjedisore, procedur\u00ebn e VNM-s\u00eb dhe emetimet e gazeve serr\u00eb), Programet Komb\u00ebtare t\u00eb Mjedisit (PKVM 1996\/2006), dhe Ligji p\u00ebr Menaxhimin e Mbeturinave (2004).<\/p>\n<p>Transpozimi i legjislacionit t\u00eb BE-s\u00eb p\u00ebr menaxhimin e mbeturinave n\u00eb korniz\u00ebn komb\u00ebtare t\u00eb legjislacionit p\u00ebr menaxhimin e mbeturinave \u00ebsht\u00eb nj\u00eb nga detyrat kryesore dhe prioritare n\u00eb procesin e krijimit t\u00eb sistemit t\u00eb duhur t\u00eb menaxhimit t\u00eb mbeturinave n\u00eb Maqedoni. Procedurat e detajuara p\u00ebr \u00e7\u00ebshtje t\u00eb ndryshme t\u00eb rrjedhave t\u00eb mbetjeve parashikohen p\u00ebrmes akteve n\u00ebnligjore.<\/p>\n<p><strong>Detyrat dhe p\u00ebrgjegj\u00ebsit\u00eb e MMJPH-s\u00eb dhe komunave<\/strong><\/p>\n<p><strong><br \/>\n<\/strong>Detyrat dhe p\u00ebrgjegj\u00ebsit\u00eb e MMJPH-s\u00eb p\u00ebr menaxhimin e mbetjeve jan\u00eb planifikimi dhe zhvillimi i politikave, regjistrimi, dh\u00ebnia e lejeve dhe licencimi, organizimi i nj\u00eb sistemi efektiv t\u00eb menaxhimit t\u00eb mbetjeve t\u00eb ngurta p\u00ebr mbetjet e rrezikshme, monitorimi, grumbullimi\/trajtimi i t\u00eb dh\u00ebnave, inspektimi. Aktualisht MMJPH ka njohuri dhe p\u00ebrvoj\u00eb t\u00eb pamjaftueshme p\u00ebr t\u00eb zhvilluar dhe zbatuar t\u00eb gjitha standardet dhe instrumentet p\u00ebrkat\u00ebse si\u00e7 k\u00ebrkohet nga legjislacioni i ri i mbetjeve.<\/p>\n<p>Komunat jan\u00eb p\u00ebrgjegj\u00ebse p\u00ebr aktivitetet: Organizimi i grumbullimit, transportit dhe deponimit t\u00eb mbeturinave komunale; Mbik\u00ebqyrja e transportit dhe asgj\u00ebsimit t\u00eb mbetjeve industriale jo t\u00eb rrezikshme; Vendimi p\u00ebr vendndodhjen e objekteve t\u00eb menaxhimit t\u00eb mbetjeve, nxjerrja e rregulloreve lokale p\u00ebr objektet e menaxhimit t\u00eb mbetjeve; Vendosja e deponive t\u00eb mbetjeve jo t\u00eb rrezikshme dhe inerte; L\u00ebshimi i lejeve mjedisore (IPPC B-lejet). Vet\u00ebm pak komuna kan\u00eb krijuar ose caktuar divizione ose persona n\u00eb administrat\u00ebn\/struktur\u00ebn e tyre p\u00ebr t&#8217;u marr\u00eb me menaxhimin e mbetjeve.<\/p>\n<p>Sipas legjislacionit, komunat dhe MMJPH duhet t\u00eb marrin raporte vjetore nga personat juridik\u00eb dhe fizik\u00eb mbajt\u00ebs t\u00eb mbetjeve p\u00ebr mbetjet e pranuara dhe mbetjet e prodhuara (origjina, lloji, sasia, trajtimi), mbetjet e transferuara (lloji, sasia, kujt). Gjithashtu MMJPH duhet t\u00eb marr\u00eb raporte vjetore nga kryetar\u00ebt e komunave p\u00ebr mbetjet komunale dhe jo t\u00eb rrezikshme t\u00eb transportuara, mbetjet komunale, t\u00eb pad\u00ebmshme dhe inerte t\u00eb deponuara.Komunat dhe MMJPH duhet t\u00eb marrin raporte vjetore nga deponit\u00eb p\u00ebr mbetjet e pranuara komunale, jo t\u00eb rrezikshme dhe inerte, t\u00eb dh\u00ebna t\u00eb p\u00ebrgjithshme p\u00ebr venddepozitimet dhe hapat e pranuar n\u00eb aktivitetin e deponive. Zbatimi dhe mir\u00ebmbajtja e nj\u00eb sistemi t\u00eb mbledhjes\/informacionit t\u00eb t\u00eb dh\u00ebnave do t\u00eb mbuloj\u00eb t\u00eb dh\u00ebna p\u00ebr burimet, natyr\u00ebn, sasit\u00eb dhe fatin e mbetjeve, informacionin kryesor mbi objektet p\u00ebr rikuperimin, riciklimin dhe p\u00ebrdorimin e energjis\u00eb t\u00eb p\u00ebrb\u00ebr\u00ebsve t\u00eb rrymave individuale t\u00eb mbetjeve dhe informacionin mbi objektet e depozitimit p\u00ebrfundimtar.<\/p>\n<p><strong>Menaxhimi i mbetjeve<\/strong><\/p>\n<p>Pothuajse m\u00ebnyra e vetme p\u00ebr deponimin p\u00ebrfundimtar t\u00eb mbeturinave n\u00eb Republik\u00ebn e Maqedonis\u00eb \u00ebsht\u00eb depozitimi n\u00eb deponi.<\/p>\n<p>Vet\u00ebm disa mbetje t\u00eb rrezikshme nga institucionet sh\u00ebndet\u00ebsore dhe disa mbetje t\u00eb l\u00ebngshme t\u00eb rrezikshme digjen dhe bashk\u00ebdjegohen. Maqedonia ka tregje t\u00eb kufizuara p\u00ebr materiale dhe produkte t\u00eb rikuperuara nga mbeturinat me synim riciklimin ose shfryt\u00ebzimin p\u00ebr prodhimin e energjis\u00eb. Pjesa m\u00eb e madhe e materialit t\u00eb rikuperuar p\u00ebr riciklim do t\u00eb duhet t\u00eb eksportohet, gj\u00eb q\u00eb do t\u00eb sjell\u00eb kosto shtes\u00eb p\u00ebr trajtimin dhe transportin dhe k\u00ebshtu mund t\u00eb tejkaloj\u00eb vler\u00ebn e tregut t\u00eb materialeve.<\/p>\n<p><strong>Enti Shtet\u00ebror i Statistikave (ESSH)<\/strong><\/p>\n<p>Sipas Nivelit t\u00eb Statistikave Shtet\u00ebrore, Enti Shtet\u00ebror i Statistikave \u00ebsht\u00eb ofrues unik i statistikave zyrtare n\u00eb vend.<\/p>\n<p>Programet statistikore pes\u00ebvje\u00e7are (t\u00eb miratuara nga Qeveria) dhe programet vjetore jan\u00eb aktet baz\u00eb ku jepen t\u00eb gjitha aktivitetet statistikore.<\/p>\n<p>Deri n\u00eb vitin 2006 \u00ebsht\u00eb n\u00ebnshkruar Marr\u00ebveshja p\u00ebr bashk\u00ebpunim nd\u00ebrmjet Entit Shtet\u00ebror t\u00eb Statistik\u00ebs dhe Ministris\u00eb s\u00eb Mjedisit Jet\u00ebsor dhe Planifikimit Hap\u00ebsinor. Ai mbulon bashk\u00ebpunimin e ngusht\u00eb n\u00eb drejtim t\u00eb projekteve t\u00eb ndryshme, duke p\u00ebrfshir\u00eb fush\u00ebn e statistikave mjedisore.<\/p>\n<p>Pas nevojave, aktiviteteve t\u00eb projektit dhe situat\u00ebs aktuale, n\u00eb Programin Statistikor pes\u00ebvje\u00e7ar 2008 \u2013 2012 jan\u00eb parashikuar aktivitetet e ES n\u00eb fushat e m\u00ebposhtme: statistikat e mbetjeve, statistikat e ujit dhe shpenzimet mjedisore.<\/p>\n<p><strong>Objektivat kryesore q\u00eb i referohen statistikave t\u00eb mbetjeve n\u00eb ZSHS jan\u00eb:<\/strong><\/p>\n<p>&#8211; p\u00ebr t\u00eb p\u00ebrmbushur k\u00ebrkesat e WStatR dhe k\u00ebrkesat komb\u00ebtare p\u00ebr: mbetjet e krijuara, t\u00eb trajtuara, t\u00eb marra dhe t\u00eb shp\u00ebrndara<\/p>\n<p>&#8211; Raportimi nd\u00ebrkomb\u00ebtar (Pyet\u00ebsori i p\u00ebrbashk\u00ebt i OECD)<\/p>\n<p>Duke pasur parasysh q\u00eb legjislacioni komb\u00ebtar i \u00e7\u00ebshtjes \u00ebsht\u00eb p\u00ebrgjegj\u00ebsi e Ministris\u00eb s\u00eb Mjedisit Jet\u00ebsor dhe Planifikimit Hap\u00ebsinor, \u00ebsht\u00eb e nevojshme t\u00eb p\u00ebrmendet se procesi i p\u00ebrshtatjes me legjislacionin e BE-s\u00eb \u00ebsht\u00eb n\u00eb vazhdim; disa akte jan\u00eb miratuar dhe tashm\u00eb n\u00eb p\u00ebrdorim disa jan\u00eb n\u00eb pritje t\u00eb miratimit; disa jan\u00eb n\u00eb faz\u00ebn p\u00ebrgatitore dhe disa jan\u00eb planifikuar t\u00eb p\u00ebrgatiten \u2013 k\u00ebshtu q\u00eb situata aktuale e procesit t\u00eb p\u00ebrshtatjes reflektohet drejtp\u00ebrdrejt n\u00eb aktivitetet e ES n\u00eb ZSHS. N\u00eb p\u00ebrgjith\u00ebsi ekziston nj\u00eb baz\u00eb ligjore shum\u00eb solide, por periudha kohore e parashikuar p\u00ebr pajisjen vazhdon ende.<\/p>\n<p>ZSHS dhe MMJPH u p\u00ebrfshin\u00eb n\u00eb projektin trevje\u00e7ar rajonal SIDA p\u00ebr zhvillimin e ES n\u00eb Ballkan nga viti 2005-2007, statistikat e mbetjeve ishin nj\u00eb nga fushat prioritare n\u00eb projekt.
